Kosovo among Europe’s highest-potential IT outsourcing markets
The ICT sector counts over 1,200 firms and 11,500 jobs; experts cite time zones and talent as advantages.

Prishtina, April 20, 2026 — Kosovo’s information and communications technology (ICT) sector continues to grow rapidly, positioning itself as one of Europe’s most promising outsourcing destinations. Data compiled by TechBehemoths and Sigma Technology show the country now hosts over 1,200 ICT companies and roughly 11,500 jobs.
StartupBlink’s April 2026 report ranks Kosovo 97th globally and 24th in Eastern Europe for startup ecosystems, while industry platform Outsourcing Journal calls the country the “heart” of a tech innovation ecosystem under construction in the Balkans.
Kosovo’s edge
According to Diatom Labs and Sigma Technology, the main pull factors remain a young, educated population, competitive costs and small time-zone gaps with Western Europe. English-language proficiency in larger firms is a working standard.
“Kosovo has the potential to become one of Europe’s leading IT outsourcing markets, thanks to young talent and a work culture that adapts quickly to European clients,” the chief executive of Sigma Technology was quoted as saying in an interview published by the company.
STIKK, according to its official site, continues to run programmes that bolster gender equality in the sector, while Innovation Centre Kosovo (ICK), co-founded with Athene Prosjektledelse AS and originally backed by the Norwegian Ministry of Foreign Affairs, remains the largest incubator for local startups.
Tech Park Prishtina and the Innovation and Training Park (ITP) Prizren provide co-working spaces, digital transformation centres and incubation services, giving the sector the physical backbone it lacked a few years ago. The core challenge remains keeping talent at home as offers from Germany and the Nordic countries grow.
